Start: Talk to Council Member Bronson on the right side of the City Hall (- Carmine St. -).
Objective: Obtain (1) Bank Note from an Undercover Thief, Vault Guard, and Security Guard
Solution: All three of these mobs are in Blackheart's Bank (- Beldam St. -). Just attack them until they drop the required items, and return to Bronson. The drop rates seem to be about 1 every 10 for the first two, but more like 1 every 20 for the Security Guard.
