Start: Talk to General Bechard (drunk)
Objective: Talk to General Bechard (drunk) in the bottom of headquarters. He wants the Red Chip, Blue Chip, and Green Chip.
Solution: Providing you have completed all the quests in training grounds, you should have the Red Chip, Blue Chip, and Green Chip. Turn them in to General Bechard (drunk)
Reward: 200 Experience, Battle Uniform Shield
