You find this quest in the Chuggers Palace Bar. Allarcas [30] gives you this quest. he wants 40 dragon scales. all you need to do is goto Synge Destruction Area and kill Blaze Wyvern [28], Dragon Whelp [26], and Flare Whelp [30] they drop theses items.

Get me 40 Dragon Scales from blaze wyverns, dragon whelps, and flare whelps.

Reward: 4,000xp
