Talk to Leon the Mechanic located in The Foundry.
To obtain the quest to retrieve the Gangland Armor set one must be at least level 20.

Description

Yo, come over here I got something I need to talk to you about. Ive been seeing some wierd stuff around the shop lately, and I have found some unusual stuff in the trunks of some of the more "connected" guys if you know what I mean. I need you to gather some things for me, it could be real dangerous, but I will reward you with some of the stuff Ive been finding in these trunks if you do it. I want to bring some of these guys down. First I want to get rid of those little punk thugs on the corner, they drive away business, and I know they are into those drugs... I need you to bring me some of their stash so I can bring down the house on those clowns. I also have been wanting a Police Officers Hat, you know, for me and the wife, she wants to wear it for me if you know what I mean. Theres been some Feds around the area, and one of them has been looking for his badge he dropped, If I turned it in for him it will help my chances of joining the CIA one day! Ever since I lost that bet with one of the Locapo Family members, its been bugging me real bad, I want my watch back, get it back for me. Last thing I need is for you to bring me something from the Boss himself. Do this for me and Ill give ya some good stuff ive been finding.

Reward

Leon the Mechanic will give you a piece of the Gangland Set.
