Start: Talk to on of the Hoodrats. One can be found inside The Foundry, in lower right corner.

Objective: Kill 31 ghouls.

Solution: Go to the Construction Site and kill all Ghouls you find (there's a few on Parsons Lane just outside the place) and if you didn't miss any you should have killed 31

Reward: 5,000 experience and a Whirling Essense!

Next: Talk to on of the Hoodrats and find out what happened from one of the Jackhammer Brutes.

Objective: Talk to Jackhammer Brute (construction site)

Reward: Ghoul Abyss Message!

Objective: Take the message to the Cement Block Company to get the components from Art Vandale.

Solution: Cement Block Company is located through the Subway Station into Rallis. Talk to Art Vandale.

Reward: 2,000 experience.

Objective: There is a palette with Cement Mix and a few rolls of Wire Mesh, get whatever you need.

Solution: Just attack the mobs one room north of Art Vandale with the proper names, then go back and talk to Jackhammer Brute.

Reward: 2,000 experience.
