This Player Bound shield is the award for completing the Mini-Epic Quest, together with hundred thousand experience. With no gems on it, this shield got these stats:
+220 HP
+13% to block
+60 rage per hr
+45 exp per hr
+1% rampage
+600 max rage
+2% critical hit

When you finish the Mini-Epic Quest, you will also get The Mark of the Kingpin's Elite, which will appear on your profile among your Medals

When you get around to completing the second part of the Epic Quest, you will be asked to hand in the Shield of Aces, so make sure you do not delete the shield.
