Skills are used to affect game play in many ways. There are skills that affect your character's Stats (among other things) and skills that affect other characters. While Skills and Equipment are the most common way to boost your Stats, Potions will do so as well.
When you reach level ten you are given your first skill point. You can use this to add one level into a skill. From there you will get a skill point every other level. The higher the skills are in level the greater the effect and longer they will last. There is Equipment (pants and skill orbs) that can be used to affect the level of your skills as well. Choose your skills wisely because you have to buy a neuralyzer from the Treasury to get your skill points back.
NOTE: No skill can be raised above level 10 by any means. Even with Equipment you will still only be able to get level 10.
You can only pick one out of 3 schools of skills for your character. These schools are: Preservation, Ferocity, and Affliction. Preservation is a collection of Raid based skills, Ferocity are DC based skills, and Affliction is a PvP based skill set
There are also specialty skills that can be obtained in the game by getting special items. These items are tomes (shield wall is an example).
You have to use rage to cast all skills. The amount varies for each skill and by the level of the skill.

Resetting Skills
Some skills require reaching a certain level before you can use them.
Hence the skill reset.
It is still smart of a new player to make use of his/her skills before he/she reaches the levels needed for certain skills.
Said individual should be able to save up enough points to reset their skills when those levels are reached.
Skills may be reset by purchasing either a Standard Issue Neuralyzer (which has 3 charges, but can only be used for one character) for 165 pts, or an Advanced Neuralyzer (which resets skills for every character on the same server on a rampid gaming account) for 199 points in the Treasury.
